AI Contract Overview
Portland State University is seeking qualified contractors to enter into an On Call Agreement for construction-related services under solicitation number 5337, titled #1736 On Call Program - Construction Services. The agreement functions as an indefinite-delivery/indefinite-quantity (IDIQ) contract, allowing the university to issue work authorizations or task orders as needed without guaranteeing any volume of work. Contractors must qualify to perform at least one service category listed in Appendix 4.5 and submit their qualifications through a mandated PDF form via the Bid Locker portal by September 30, 2028, with no exceptions for late submissions. The On Call Agreement becomes effective upon dual signature and may result in multiple task orders during its term, but no work is assured. Performance is required at project sites throughout Oregon, and all work must comply with Oregon Revised Statutes governing public works, including payroll certification, prompt payment, and retainage rules. Contractors must designate Key Personnel—Project Executive, Project Manager, Job Superintendent, and Project Engineer—whose substitution requires at least 15 days’ prior written approval and a minimum 10-day transition period. Inspection and acceptance of work occur at the project site, with the university retaining authority to reject non-conforming work and require correction at the contractor’s expense. Invoicing must be submitted electronically to projinv@pdx.edu and include task order details and certified payroll records; no formal invoicing systems like WAWF or IPP are specified. Accounting details such as AAC, TAS, or ACRN are not provided, though payments are contingent on available legislative appropriations. While compliance with MWESB and VBE reporting is required, no socioeconomic certifications or UEI/CAGE codes are mandated to be submitted with proposals. No contract options, renewals, or organizational conflict of interest provisions are included, and packaging, marking, or FOB terms are not defined. Evaluation is based on company information, services, experience, personnel, quality control, equity and diversity, and safe workplace practices, though no weighted scoring or award basis (LPTA or trade-off) is stated.
