REQUEST FOR QUOTE (RFQ)


The final result for the Repair Fire Alarms Reporting Network Base Wide consists of repair by replacement of forty (40) FACP radios and two (2) Front-End Fire Alarm Reporting System Servers with the additional capability to connect to the Base Wide fiberoptic network. This contract also includes installing, configuring, and commissioning two (2) Fire Alarm Reporting System servers with operator workstations to monitor the facility Fire Alarms Reporting network. The final result of Repair Fire Alarms Reporting Network Base Wide project is fully functional Fire Alarms reporting system that passes the existing Alarm hierarchy from each of the existing thirty-eight (38) Fire Alarms Control Panels (FACP) at each existing facilities to the new Fire Alarms Servers and new radios at the servers installed. The new Fire Alarms network shall meet or exceed Federal code and meet the environmental conditions for the Syracuse, NY. All work performed shall be conducted in accordance with all Department of Defense policies and Unified Facilities Criteria (UFC). DoD Building Code is described in UFC 1-200-01. UFC take precedence over State and Local codes according to UFC 3-600-1 Section 1-4.3 In the case of discrepancies among regulations, the most stringent regulation applies.


THE CONTRACTOR SHALL PROVIDE ALL PERSONNEL, EQUIPMENT, TOOLS, MATERIALS, SUPERVISION, TRANSPORTATION, COST AND OTHER ITEMS AND SERVICES NECESSARY TO COMPLETE THE WORK UNLESS EXPLICITLY STATED IN THIS STATEMENT OF WORK (SOW)
REFERENCE ATTACHED STATEMENT OF WORK (SOW) FOR PROJECT DETAILS.

The contract duration will be 365 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) Code is 561621, with a small business size standard of $25,000,000.

Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”.
In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.

Quotes will be evaluated using Simplified Acquisition Procedures IAW RFO FAR Part 12. The government will award a contract resulting from the solicitation to the resonsible contractor who submits the quote which the government determines to represent the best value. For the purpose of this solicitation the government will determine best value based on a material submittal that meets the specifications outlined in the SOW as well as LEAD TIME for meeting those requirements. The government will not accept a quote a quote that does not meet minimum specifications outlined in the SOW, but may be willing to pay more for a shorter lead time.

Construction Wage Rates are applicable to this project are General Decision Number: NY20260026, dated 5/18/2026, for Onondaga County, New York. Performance and payment bonds are mandatory and must be furnished within 10 calendar days after award. All quotes must be submitted with a bid bond.
