The City of Kingston, New York, is seeking proposals from qualified firms to provide professional structural engineering and architectural/civil engineering services for a project involving the evaluation and potential repurposing of a building located at 18-30 East O’Reilly Street. Respondents may bid on either one or both service categories, with separate proposals required for each. The project focuses on assessing the feasibility of converting an existing building into a fire station, including retrofitting the structure to meet new operational needs, and determining whether to purchase the property for this purpose. The scope may expand to include final design and construction administration, depending on the city’s needs. The contract duration is set for 90 days, with a submission deadline of February 23, 2024, and questions about the RFP are due by February 19, 2024. The city emphasizes that subcontracting, joint ventures, and sub-consultants are permitted, but there are no specific MWBE or veteran-owned business participation goals for this project. The project is located within Ulster County, and the solicitation is open to firms with no prior similar contracts within the past five years. The primary point of contact is Justin Gates, an engineering technician, and further details are available through the provided online link.

Notice is hereby given that the City of Kingston is seeking to retain two separate professional services under two separate contracts: 1) Structural Engineering Services firm and 2) Architectural/Civil Engineering Services firm.  You may propose on one or the other, or both.  Please separate the proposals and indicate clearly which professional service you are bidding on. Sub-consultants, Subcontracting, and/or joint ventures are permitted. The City of Kingston, New York is issuing a request for proposals (RFP) from qualifiedindependent firms to provide professional structural and architectural/civil engineeringservices; you are invited to submit a proposal in accordance with the terms outlined in the RFP.  Please separate the proposals and indicate clearly which professional service you are bidding on. The City’s central fire station at 19 East O’Reilly Street is aging and in disrepair. We havepreviously investigated a rehab of that facility, as such this request will not be addressing that building. We are currently investigating the efficacy of moving a portion of the Centraloperation into an existing building across the street. The existing building has historicallynever been a fire station and will need to be retrofitted to meet the new use as an essential facility. The city will rely on the consultant’s expertise in determining whether to purchase the subject building for conversion to a fire station. The City is considering acquisition of approximately 0.375 acres, including the building and bay apron area on East O’Reilly St, as depicted on our site plan (see Appendix D). Though not being solicited at this time, the City reserves the right to increase to scope of work of this RFP to include final design and construction administration.
