The Department of Defense's Space and Missile Systems Center (SMC), through its MILSATCOM Joint Program Office (MJPO), plans to award a sole source contract to LinQuest Corporation for continued systems support and software tools development focused primarily on the Advanced Extra-High Frequency (AEHF) program. The contract will be structured as a Cost-Plus-Award-Fee (CPAF) agreement with a two-year base period and four one-year options. LinQuest will provide key independent technical advisory services, encompassing systems engineering, development, test, simulation, performance and operations analysis, information assurance, interface control, and operational transition planning for AEHF. Their responsibilities also include system integration support, technical assistance for AEHF International Partner interoperability, and systems analysis across the MJPO portfolio, supporting both existing and future systems. This contracting action follows a sources sought synopsis published in April 2005, which concluded that LinQuest is the only capable source, leading to Justification and Approval for a sole source award in June 2005. Although the Government intends to release a Request for Proposal around mid-July 2005, this notice is purely for information and planning and does not represent a formal solicitation or commitment. Interested subcontractors capable of supporting the outlined requirements are encouraged to contact LinQuest directly. The contract will be managed out of the Department of Defense office located at Peterson Air Force Base, Colorado, with Senator N. Williams as the contracting officer.
