The Defense Support Program intends to extend post-production support contracts with Northrop Grumman Space Technology and Northrop Grumman Aerospace Systems Division on a sole source, cost plus award fee basis. The extension includes one base year for fiscal year 2008 and one option year for fiscal year 2009. The primary scope of work involves supporting the DSP satellite constellation through on-orbit trending analysis, mission performance assessments, anomaly root cause determination, and the provision of DSS certified facilities for processing classified information. The contractors are also responsible for managing hardware obsolescence, software tool development, and general program management. Additionally, the contracts cover comprehensive support for the launch of DSP-23, including launch integration, mechanical and electrical testing, rehearsal support, and early on-orbit testing for 30 days post-launch. The government is soliciting Statements of Capability from interested prime contractors, including small businesses under the 1,000 employee size standard for NAICS code 336414, to determine if there is sufficient market interest to pursue full and open competition.
