The Navstar GPS Joint Program Office (JPO) is holding GPS Block III Industry Days #2 from October 12-14, 2005, focused on advancing the GPS Block III system development and deployment. The contract will be split into two major efforts: the space segment (Block III satellites) and the operational control segment (OCX). GPS Block III aims to provide enhanced and secure position, velocity, and timing signals to both military and civilian users, addressing current system vulnerabilities while supporting long-term cost management. This next generation system will integrate advanced payloads including the Nuclear Detonation Detection System, Distress Alerting Satellite System, and Space Environmental Detection Payload, and will ensure compatibility with existing and future global radionavigation systems. The effort supports the federal homeland security and navigation plans, with an overarching goal to maintain U.S. leadership in global space-based navigation. Industry Days #2 will update program priorities, acquisition strategies, engineering and integration approaches, and provide a classified overview of the space segment specifications. Contractor teams are invited to register, review relevant documentation in the GPS Block III Bidders Library, and schedule technical one-on-one sessions with the GPS JPO for detailed discussions on specifications, draft RFP sections, and system integration. Participation requires adherence to stringent security requirements, including access to Top Secret/Sensitive Compartmented Information. The event also offers weekly unclassified teleconferences through late October to facilitate contractor inquiries. An Ombudsman has been appointed to confidentially address offeror concerns during proposal development. Attendance requires prior registration and facility security access due to the classified nature of much of the provided information. This announcement serves as informational only and does not represent a Request for Proposal or financial commitment by the government.

The Navstar Global Positioning System (GPS) Joint Program Office (JPO) will host GPS Block III Industry Days #2 on 12-14 October 2005. The GPS Joint Program Office will develop and deploy the GPS III System in two separate contractual efforts. The two efforts will be the operational control segment (OCX) and the space segment (Block III). The goal of GPS Block III is to provide reliable and secure delivery of enhanced position, velocity and timing signals to military and civil users, while managing long-term total ownership costs. The GPS Block III effort is focused on design, development, deployment, and operation of future GPS Satellites. GPS Block III, in tandem with OCX, will achieve long-term GPS performance goals. It will reduce existing shortcomings and vulnerabilities that impede the ability of GPS to support future military operations and vital civil commerce, transportation, and public safety services. GPS Block III will fully support the Federal Radionavigation Plan and Federal Radionavigation System, and will address interoperability with all current and planned global radionavigation systems. GPS Block III will incorporate the space segments of the Nuclear Detonation (NUDET) Detection System (NDS), the Distress Alerting Satellite System (DASS), and the Space Environmental Detection Payload (SEDP). GPS Block III will enhance U.S. leadership in space-based navigation to meet the stated Presidential goal of GPS providing the world standard Positioning, Navigation, and Timing (PNT) solution. The purpose of Industry Days #2 is to provide the update to the program priorities, acquisition strategy, GPS Block III systems engineering and integration approach, and roadmap to contract award.
