The Air Force Research Laboratory Space Vehicles Directorate, in collaboration with the Department of Defense Office of Force Transformation, is soliciting proposals through a Broad Agency Announcement focused on developing and demonstrating modular bus standards and processes for Operationally Responsive Space applications. The initiative aims to produce adaptable, low-cost, and rapidly deployable modular satellite buses that meet evolving tactical military requirements by enabling faster delivery of relevant space system performance. These modular buses will support the deployment of tactical satellites as low-cost consumable sensor nodes that integrate within a layered network consisting of ground, air, and space-based sensor systems. The project prioritizes a development approach that incorporates plug-and-play standards and interfaces, supports multiple payload types and orbital mission profiles, and minimizes non-recurring engineering costs for subsequent satellite builds. This approach ensures operational flexibility, cost-effectiveness, and accelerated deployment timelines for tactical space assets. The contract is managed by the AFRL office located at Kirtland Air Force Base, New Mexico, with Bruce L Wells serving as the contracting officer. The solicitation reflects a strategic move toward enhancing the military’s ability to respond to unanticipated tactical needs through innovative space technologies and modularity.

Please download complete (DRAFT) BAA. Synopsis is as follows: The Air Force Research Laboratory Space Vehicles Directorate (AFRL/VS), in conjunction with the DOD Office of Force Transformation (OFT), is requesting proposals (technical and cost/business) in response to this Broad Agency Announcement (BAA). The primary objective of this BAA is to develop and demonstrate modular bus standards, interfaces, and processes to advance Operationally Responsive Space modular bus capabilities in order to meet rapidly evolving and unanticipated tactical military needs. This requires that useable, tactically relevant space system performance be delivered much faster and at lower cost. This adaptable, low-cost modular bus enables the tactical warfighter to rapidly deploy tactical satellites as low-cost consumables to fill critical sensing requirements. These tactical satellites become additional sensor nodes within a tiered network of tactical and national sensor systems comprised of ground, air, and space assets. The goal is to move toward an adaptable modular bus development process that leverages plug-and-play standards and interfaces and incorporates the latest bus component technologies, supports multiple payloads and orbital mission profiles, and has minimal non-recurring engineering for successive satellite builds.

Space Environment Technologies and Science (SETS) Broad Agency Announcement (BAA)
Solicitation # FA9453-23-R-X001
The Space Environment Technologies and Science (SETS) Program is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) under NAICS 541715. The program seeks research and development to understand, quantify, and mitigate the impacts of the space environment on Department of Defense and national security systems. The scope is divided into five primary technical areas: Solar, Solar Wind, and Ionospheric Effects; Thermosphere, Satellite Drag and the Reentry Environment; Plasma Physics and Chemistry; Particle Effects and Radiation Belt Environment; and the Cislunar Environment. The objective is to enhance the capability to predict and exploit environmental effects that could disrupt operational systems, including impacts on spacecraft, radar, and positioning, navigation, and timing (PNT) systems. This is a closed BAA that remains active for eight years, with specific requirements and deadlines issued through individual Calls. Proposals may follow a one-step or two-step process, with the latter requiring an initial white paper for evaluation based on technical merit and affordability. Deliverables vary by Call but typically include hardware, software, prototypes, and technical reports. All offerors must maintain active registration in the System for Award Management (SAM) and provide a Unique Entity Identification number. Depending on the specific Call, some efforts may require a U.S. security clearance of Secret or higher and a classified facility clearance. Award selection is based primarily on overall scientific and technical merit, subject to the availability of funds.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call issued by the Air Force Research Laboratory (AFRL) Geo Space Division. Utilizing the authority of 10 U.S.C. 4023 for Procurement for Experimental Purposes, the program seeks innovative research and development to enhance national nuclear deterrence capabilities. The scope is divided into five primary technical topic areas: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The solicitation employs a hybrid approach, featuring an open request for white papers alongside potential one-step or two-step individual solicitations. For the open announcement, interested parties must first submit an unclassified white paper and a Rough Order of Magnitude (ROM) cost estimate to the Neutron STAR Org Mailbox. These submissions are evaluated based on technical merit and best value, with successful candidates invited to submit full technical and cost proposals. Awards may be issued through various instruments, including FAR-based contracts, Other Transactions (OT), or assistance instruments such as grants and cooperative agreements. Submission dates are currently indefinite, and the announcement remains active until further notice. Offerors must be registered in the System for Award Management (SAM) and are required to submit a Security Program Questionnaire and Standard Form 424 for key personnel to assess Science and Technology protection risks. The program maintains an unrestricted ceiling, and the government anticipates making multiple awards based on technical soundness, cost realism, and funding availability.
