The U.S. Air Force Space and Missile Systems Center Space Superiority Systems Wing (SYSW) issued a synopsis to solicit industry feedback on the draft Request for Proposal (RFP) documents for the Rapid Attack Identification, Detection and Reporting System (RAIDRS) Block 20 program (RB-20). This solicitation is intended solely for comment purposes and aims to gather input from U.S. companies to support the program’s FY07 system development acquisition activities. The draft RFP was made available via the SMC/SY RB-20 Bidders Library and was introduced to industry participants during an industry day held on November 28, 2006. Comments on the draft documents were requested by February 9, 2007, using a specified Comments Matrix and directed to Captain Berton Manning through an official email. Importantly, feedback was to be non-proprietary, and the notice emphasized that no government funds would be provided for any effort spent responding. All updates, including any changes in scheduling or potential cancellations related to the RB-20 program, were to be posted on the federal business opportunities website, FedBizOpps. The announcement explicitly clarified that it was not a solicitation for proposals nor a government commitment to pay for submitted information. The point of contact for technical inquiries was Captain Berton Manning, while Dwight B. Taeza served as the Contracting Officer overseeing the process. The notice was posted on January 30, 2007, by the Department of Defense office located at Peterson Air Force Base in Colorado, ensuring transparency and engagement with industry stakeholders ahead of formal acquisition steps.
