This CSO may result in the award of various types of contracts, which may include but are not limited to commercially-available technologies immediately available, commercially-available technologies fueled by commercial or strategic investment, but also concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government-owned capabilities, or concepts for broad defense applications.

ACC-WVA intends to award FAR-based contracts under Part 12 Commercial Item Procedures based on specific Area of Interest (AoI) and industrial base responses to the AoI. The CSO solicitation process may include a multi-phased solicitation and evaluation approach that is dependent upon specific AoIs. The AoIs are focused topic(s)/categories that will be published under this CSO.

The following phases will be used:

Phase 1 – Submission of Written Solution Brief,

Phase 2 – Presentation/Pitch (if applicable), and

Phase 3 – Request for Commercial Solution Proposal (CSP).

A CSO is considered a competitive process, intended to ensure that competitive procedures are used to the maximum extent practicable. All solution briefs, presentations/pitches and/or proposals submitted in response to any AoI will be in response to and governed by this CSO.

Use of a CSO in accordance with DFARS Subpart 212.70 is considered to be a competitive procedure for the purposes of 10 U.S.C. 221 and FAR 6.102. Finally, Contracting Officers shall treat items, technologies, and services acquired using a CSO as commercial items. Contracts or purchase orders resulting under this authority shall be fixed-price, including fixed-price incentive fee contracts.

ManTech special Broad Agency Announcement (sBAA): Accelerating Maritime Modernization: Innovation in Naval Manufacturing, Sustainment, and Industrial Base Capability
Solicitation # N0001426SB002
The Office of Naval Research (ONR) has issued a special Broad Agency Announcement (sBAA) titled Accelerating Maritime Modernization: Innovation in Naval Manufacturing, Sustainment, and Industrial Base Capability. This research and development opportunity, managed through the Navy Manufacturing Technology (ManTech) Program, aims to drive innovations that improve the speed, throughput, and resiliency of the naval industrial base. The program specifically supports the Golden Fleet Initiative to enhance the readiness and longevity of naval assets by addressing challenges in shipyards, maintenance depots, and supply chains. Key technology focus areas include composites, welding, AR/VR, digital shipyard support, and advanced packaging for rugged electronics. The solicitation is structured in two phases, with Phase I targeting immediate, high-value technological efforts and Phase II focusing on emerging future needs. The procurement process utilizes a two-step approach, beginning with a white paper submission followed by a down-select to a detailed full proposal consisting of technical and cost volumes. Awards may be issued as procurement contracts or Other Transaction Agreements (OTAs). For Phase I, the government plans to fund approximately 3 to 5 projects under 6.2 Applied Research with values between $500,000 and $3,000,000, and 5 to 10 projects under 6.3 with values between $1,500,000 and $5,000,000. Proposals are evaluated based on technical merit, Navy relevance and impact, ManTech appropriateness, and small business participation, rather than being evaluated against one another. The expected period of performance for projects is 1 to 2 years. Eligible offerors include both small and large businesses, provided they maintain an active SAM registration, a valid Unique Entity Identifier (UEI), and a CAGE code. A critical requirement for award is CMMC Level 2 (Self) certification. Additionally, an active DD-2345 Joint Certification Program (JCP) certification will be heavily weighed during the evaluation of organizational credentials. The response deadline for this solicitation is July 16, 2027. All submissions must be made through the designated ONR Submission Portal, and successful applicants must demonstrate a clear, quantifiable impact on the production or sustainment lifecycle along with a credible transition plan to a naval platform or industrial facility.
