AI Contract Overview
The Nevada Army National Guard through the USPFO Purchasing and Contracting Division is soliciting firm-fixed-price services to provide sanitation support at Camp Navajo, Arizona, during two distinct performance periods in June and August 2026. The contract requires the delivery, servicing, and recovery of six chemical latrines and three handwashing stations, with services scheduled approximately every third day during each one-week window. Performance is governed by a detailed Performance Work Statement that mandates strict adherence to operational hours of 0800 to 1800, except during government-mandated facility closures, and expects contractor personnel to be available on recognized holidays. The Quality Assurance Surveillance Plan establishes daily inspections by a designated Point of Contact to ensure compliance with performance standards, and the contractor must submit a Quality Control Program detailing its internal processes to maintain zero deviations from contractual requirements. All work occurs at the destination site, with inspection and acceptance conducted on-site, and invoicing must be submitted exclusively through Wide Area WorkFlow using the appropriate electronic document types. This is a total small business set-aside under NAICS code 562991, and quotations must be submitted by May 13, 2026, with offers valid for at least 15 days beyond the closing date. Evaluation will prioritize timeliness, price, technical capability, and strict compliance with the PWS and solicitation requirements; past performance is not mandatory but may be reviewed if deemed necessary. The award will be made to the most advantageous offeror based on price and other factors, with no discussions held unless the government determines they are needed. Contractors must designate a fully authorized Contract Manager and alternate available during all business hours, and any organizational conflicts of interest must be immediately disclosed and mitigated. All offerors must have an active Unique Entity ID and CAGE code registered in SAM.gov, and must comply with federal requirements including the Postaward Small Business Program Rerepresentation, Addressing DEI Discrimination, and Security Prohibitions clauses. Equipment and services must be labeled with CAGE codes and OEM part numbers, and delivery is FOB destination at Camp Navajo with no packaging or preservation specifications provided. The contract does not include options, and no pricing data is populated in the solicitation, indicating that evaluation will be based on submitted quotations against the stated requirements.
