The Mid-Atlantic Regional Maintenance Center, Portsmouth, Virginia intends to issue a sole source contract to Whipp & Bourne Associates for preventive maintenance, on-board analysis, and Class B overhauls of Whipp & Bourne circuit breakers onboard U.S. Navy or other Military type vessels under the authority of FAR 6.302-1 and 10 U.S.C. 2304(C)(1). Whipp & Bourne Associates is the OEM and only Whipp & Bourne Associates possess the necessary proprietary data to provide these products and services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete as a result of proposals received is solely within the discretion of the Government. All responsible sources, however, may submit a capability statement and proposal which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. The North American Industry Classification Systems (NAICS) code is 336611, and the small business size standard is 1,000 employees. This will be an indefinite delivery/indefinite quantity, firm fixed price contract for a base year with four one-year options. Performance of work will be primarily on vessels located in a 50-mile radius of MARMC, Portsmouth, VA as specified on each individual task order, but may be accomplished worldwide. This is a follow-on procurement. The former contract number was N40025-05-D-5001.
