The North Carolina Department of Public Safety, Division of Emergency Management, is soliciting bids for a turn-key project to purchase and install emergency backup generators at two critical facilities in Jackson County. The scope of work includes the design, engineering, delivery, site preparation, installation, connection, and testing of a 100 kW diesel generator and 1200 amp Automatic Transfer Switch at 355 Frank Allen Rd in Cashiers, as well as a 130 kW diesel generator at 88 Cullowhee Mountain Rd in Cullowhee. The contract will be awarded to the responsive bidder offering the lowest price that meets all specifications. The initial term of performance is twelve months from the date of execution, with a possible six-month extension at the state's discretion. Qualified vendors must be licensed as General Contractors in North Carolina and comply with various regulatory standards, including ADA, OSHA, and FEMA 44 CFR. All diesel tanks must be UL-142 or UL-2085 compliant, and the project must adhere to the Build America, Buy America Act, requiring domestic production of iron, steel, and construction materials. Deliverables include a one-year general warranty and a ten-year third-party structural warranty. Bids must be submitted electronically via the Sourcing Tool by September 3, 2026. Payment is due within 30 days of a correct invoice or acceptance of goods, and the contract incorporates North Carolina General Terms and Conditions as well as federal Uniform Guidance for the use of federal funds.
