The Department of State, through its Acquisitions - Aqm Momentum office, is conducting market research under Federal Acquisition Regulation Part 10 to identify qualified HUBZone, WOSB, SDVOSB, and small businesses capable of providing Low Earth Orbit (LEO) satellite communications hardware and services for the Remote Expeditionary Area Communications Hub (REACH) program. This Request for Information (RFI) is strictly for planning purposes and does not constitute a solicitation for bids, quotes, or proposals; no contract award is intended based on responses. The program seeks vendors to supply crisis and contingency communications systems including Flyaway Kits with voice and data capabilities, ancillary hardware such as Tridods, mounting kits, ruggedization equipment, power supplies, and transit cases, along with a secure online account management portal compliant with Section 508 and NIST SP 800-53 cybersecurity standards. Vendors must also provide 24x7 global technical support, telemetry reporting, user training materials, technology refresh quotes, transition plans, and a quality management plan ensuring on-time delivery, out-of-the-box reliability, and the ability to track and repair returned equipment. Responses must include company identification data such as UEI number, facility clearance level, GSA Schedule or GWAC information, and detailed socioeconomic status under applicable NAICS codes, with mandatory certifications regarding Section 889 compliance, supply chain risk management, and cybersecurity posture including data residency and FedRAMP alignment.
