IAW RFO 5.101(c)(4):


The 2 Air and Support Operations Squadron at Vilseck Air Base is looking to obtain Training as a Service via Synthetic Marksmanship Training Systems.


The Contractor shall provide all personnel, equipment, supplies, tools and materials, needed to support Training as a Service via  Synthetic Marksmanship Training Systems (SMTSs) with Grid pattern sports vision, Cognitive, and human performance drills shot with Synthetic weapons as defined in the Performance Work Statement (PWS). The anticipated duration of the contract will be one base year with 4 option periods. Some key requirements which must be met are outlined below.


Specific Tasks/Training Requirements


- include threat/non-threat recognition, eye tracking and human performance simulation/stimulation


- leverage research in advancements in cognitive neuroscience, sports reaction training, learning theory, motivation, and human performance


- provide operations, sustainment, maintenance, and facilitate instructor training, content management, and reports


- ensure system availability (core components and associated equipment) are always ready to meet scheduled training requirements


- provide analysis, subject matter expertise, operational and technical support, resource management, administrative and Site Lead support


- system must provide skill-specific scenarios designed to stress insider threats, classes of threat indicators, and threat detection, in combination training and assessing the TACP's ability to respond


The proposed contract action is anticipated to be a sole-source acquisition to Conflict Kinetics., justified by the highly specialized training requirements of the customer. Technical data will not be furnished as part of this notice. Notwithstanding this, all responsible sources may submit a statement of capability, quotation, bid, or proposal, which will be considered by the agency. An offeror’s proposed training must meet the requirements listed above in order to be eligible for potential award. If no eligible responses are received in response to this noncompetitive contract action presolicitation notice, the award will be made to Conflict Kinetics.
