MARSOC Special Operations Medical Training Services IDIQ

The Marine Forces Special Operations Command (MARSOC) is soliciting proposals for a Single Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Special Operations Medical Training Services (SOMTS). This procurement is 100% set aside for small businesses under NAICS 611699. The contract requires turnkey, complex medical training, including clinical instruction on advanced life support, mechanical ventilation, ultrasound, and airway support. The scope encompasses the management of specialized environments such as live cadaveric labs and tactical off-road driving tracks, as well as comprehensive logistics including training facilities, materials, lodging, and catering. The contract features a base period from November 3, 2026, to November 2, 2027, with four subsequent option periods, extending the total performance through April 2, 2032. It has an estimated maximum overall ceiling of $4,950,000, with annual not-to-exceed ceilings of $900,000 for the first four years and $450,000 for the final period. Task orders will be issued as Firm-Fixed-Price (FFP) for three primary categories: Prolonged Field Care (PFC), Special Operations Austere Medical Training (SO+AMT), and Custom Medical Training. Proposals are due by November 13, 2026, and must be submitted in four distinct volumes covering qualifying criteria, technical approach, past performance, and price. The government will use a competitive best-value tradeoff methodology with a three-phase sequential evaluation: a pass/fail gate for qualifying criteria, a technical evaluation, and a final review of past performance and price.
