20--Salmonid Acoustic Telemetry Equipment

This contract is for the acquisition of acoustic telemetry equipment to monitor salmon and steelhead migration patterns, with the goal of optimizing water delivery operations through real-time abundance and distribution data. The primary items required are JSATS SS400 injectable acoustic transmitters and ATS SR3001 autonomous receivers, along with associated components such as motherboards, hydrophone assemblies, battery packs, and connectors. All transmitters must be manufactured in the USA and comply with stringent technical specifications including a 416.7 kHz operating frequency, 154 dB re: 1uPa @ 1 meter power output, a maximum weight of 0.22 grams, dimensions of 15 mm x 3.4 mm, and a Parylene C coating of 25 microns thickness. The transmitters must be field-configurable via a vendor-supplied portable controller to adjust the 4-digit hexadecimal ID and pulse rate interval between 2 and 60 seconds, and each must be labeled with a unique alphanumeric code selected by the buyer at award time. Receivers must be positively buoyant, weigh 4.5 kg, have a 70-meter depth rating, operate between 0–50°C, provide two gigabytes of removable data storage, record environmental data including ambient temperature and tilt, and be sourced from the same manufacturer as prior systems to ensure component compatibility and interchangeability. The solicitation is a 100% small business set-aside under NAICS code 334511 with a size standard of 1,350 employees, and the contract is structured as a firm-fixed price purchase order. Delivery of items is phased across multiple dates from August 2026 through March 2027, with transmitters shipped in separate boxes corresponding to each delivery row in Table 2b. The vendor must provide an MS Excel file for each transmitter containing detailed specifications including model, battery type, hexadecimal ID, nominal PRI, measured weight and dimensions, power output, manufacture date, and warranty life. Functionality must be verifiable in the field using a vendor-supplied activator to confirm tag code, CRC value, measured PRI with 1/1000th-second precision, and estimated frequency.
