The U.S. Coast Guard Engineering Logistics Center is seeking to acquire various replacement engine parts for the ALCO 251 Series Engines used in the main propulsion systems of their 400-foot WAGB, 270-foot WMEC, and 210-foot WMEC class vessels. The contract is a requirements type with a one-year base period and four option years, and deliveries are to be made within 150 calendar days after receipt of delivery orders. Deliveries are to be shipped F.O.B. destination to the Coast Guard’s facility in Baltimore, Maryland. The Government believes that only the original equipment manufacturer, Fairbanks Morse Engine, or their authorized distributors have the technical capabilities and proprietary data necessary to produce compatible and interchangeable engine parts, as all manufacturing drawings and specifications remain proprietary to Fairbanks Morse. Potential suppliers other than Fairbanks Morse are invited to submit bids and must provide comprehensive engineering data demonstrating part acceptability or evidence that the parts have been successfully manufactured for either the Government or the OEM. This allows evaluation of the offered items’ compatibility and functionality with the ALCO 251 Series Engines. Bids from all responsible sources will be considered, but the proprietary nature of the technical data and specialized capabilities required significantly limit the competitive field. The contract solicitation was posted through the Department of Homeland Security’s acquisition office located in Baltimore, and interested parties can contact the designated contract specialist for further information.
