The Submarine Rescue Operations Maintenance Contractor (SROMC) effort, managed by Naval Sea Systems Command (NAVSEA), provides continued support for the operation and maintenance of the U.S. Navy Submarine Rescue System (SRS). The primary objective is to maintain worldwide submarine rescue and intervention capabilities, ensuring the ability to provide disabled submarine intervention and rescue within 96 hours. Performance is centered at the Undersea Rescue Command (URC) compound in San Diego, California, with additional maintenance requirements for Ship Interface Template Sets (SITS) located on both the East and West coasts. The contract is projected for a five-year duration and requires the contractor to provide an independent qualified watch team to support standalone watches, with operations executed jointly between the URC and the SROMC. Key operational requirements include supporting the Fleet's annual training plan, which typically involves two operations per system per year and various international exercises. The contractor is also responsible for providing administrative and technical support during NAVFAC inspections and maintaining specific equipment qualifications for all shore-based and at-sea watchstations. The Naval Sea Systems Command is establishing a Basic Ordering Agreement with Huntington Ingalls Incorporated/Newport News Shipbuilding for the procurement of shipbuilder specific coded stock parts and material. This agreement specifically supports emergent work for VIRGINIA and SEAWOLF Class submarines. The period of performance for issuing orders under this agreement runs from October 1, 2013, through September 30, 2016. This is a non-competitive procurement conducted under the authority of FAR 6.303 and 10 USC 2304(c)(1), as the government determined that only one or a limited number of responsible sources can satisfy these requirements. Participation is restricted to nuclear-qualified shipyards, and any entities seeking subcontracting opportunities must coordinate directly with Huntington Ingalls Incorporated/Newport News Shipbuilding.

The original synopsis was posted through Navy Electronic Commerce Online (NECO) on June 6, 2013. This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. The Naval Sea Systems Command and various ordering activities designated in Basic Ordering Agreement N0002414G4303 plan to issue multiple orders with Huntington Ingalls Incorporated, 4101 Washington Avenue , Newport News, VA 23607 for unique parts held by this company for USS SEAWOLF (SSN21) and USS VIRGINA (SSN774) Class submarines. This "class synopsis" will cover multiple orders through 30 September 2015 to include line items for emergent USS SEAWOLF (SSN21) and USS VIRGINIA (SSN774) Class Submarine Shipbuilder Coded Unique Parts and Specialized Materials delineated in the CATIA database and not otherwise available through regular purchasing channels or the Navy supply system in time to meet mission requirements. Procurements under this class synopsis will be conducted on a sole source basis in accordance with the statutory authority in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that Huntington Ingalls Incorporated - Newport News is the only company that possesses the inventory and has the necessary skill set to provide certain specialized materials used on USS SEAWOLF Class and USS VIRGINIA Class submarines. The Government does not possess the Level III drawing package, specifications, and test procedures to allow for full and open competition. These procurements are unique to the USS SEAWOLF Class (SSN21) and USS VIRGINIA Class (SSN774) submarines and must integrate precisely with the existing equipment in terms of form, fit, function, and compatibility. These requirements will be negotiated on a sole source basis with Huntington Ingalls Incorporated in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. POC for information regarding this requirement is Marina Atchison, telephone 2027813039, or email contact@example.gov.
