BASIS OF AWARD- EVALUATION



The Government will award a contract to the responsible offeror whose quotation, conforming to the solicitation, is the most advantageous to the Government, price and other factors considered. The following simplified factors will be used to evaluate quotations in accordance with RFO FAR commercial procedures:



  1. Technical Capability: The capability of the proposed items to meet the Government's requirement, including the mandatory OEM authorization proving authorized reseller status.


  1. Price: The proposed price will be evaluated for fairness and reasonableness.


  1. Past Performance: In accordance with DFARS 252.204-7024 and DoD mandate, the Government will evaluate the offeror's past performance by retrieving data from the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) and may consider other sources of information to assess the risk of unsuccessful performance.

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.



Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing.
