The contract pertains to a series of workshops sponsored by the Air Force Research Laboratory (AFRL) focused on advancing two of the eight Focused Long Term Challenges (FLTCs), which are part of the Air Force’s broader Science and Technology strategy aimed at enhancing capabilities across air, space, and cyber domains. These workshops are designed to present and coordinate the research portfolios related to FLTC 3, which concentrates on dominant engagement and defeat of difficult time-sensitive surface targets in complex environments, and FLTC 4, which focuses on enabling persistent and precise global strike capabilities through advanced kinetic, non-kinetic, and novel defeat methods delivered by supersonic and hypersonic platforms. The events will help socialize AFRL’s technology investments and foster collaboration among government agencies and industry partners. Two identical workshops are scheduled, one on the west coast in San Diego, California, from September 15-18, and the other on the east coast in Williamsburg, Virginia, from October 6-8, 2009. The efforts aim to provide persistent intelligence, surveillance, and reconnaissance (ISR) capabilities and survivable engagement systems to dominate the battlefield under FLTC 3, while enabling rapid penetration of denied environments for strategic strikes under FLTC 4. The contract includes coordination and outreach efforts to ensure alignment with other US government entities and non-government organizations. Contacts for further information include Ms. Cari Boos and Dr. Keith Bowman, with the contracting officer being Sharma Wilkins at Wright Patterson Air Force Base.

Full Description

To achieve the AF Science and Technology vision of anticipate, find, fix, track, target, engage, assess, anything, anywhere, and anytime, the AF Material Command and the AF Research Laboratory (AFRL) developed eight Focused Long Term Challenges (FLTCs) constructs that employ a capability-based planning process to define the investment in future technologies. The FLTCs address technology investment in the near, mid and far terms across the air, space and cyber domains. AFRL is sponsoring two identical workshops (one on each coast) to present the portfolios of two of the eight FLTCs and to coordinate research and planning activities with other US government agencies and US industry partners. The focus of the workshops will be FLTC 3 "Dominant Difficult Surface Target Engagement/Defeat" and FLTC 4 "Persistent and Responsive Precision Engagement". The west coast workshop will be in San Diego California at the Hotel Del Coronado September 15-18. The east coast workshop will be October 6-8 in Williamsburg Virginia at the Woodlands Hotel. The intent of these workshops is to socialize the AFRL portfolio and to coordinate activities with other government and non-government organizations. The primary objective of FLTC 3 is to detect, identify, tag, track, and engage time sensitive surface targets in congested and/or concealed environments and to deliver the desired effects while minimizing collateral damage. This is accomplished by dominating the battlefield with a system of systems capable of persistent ISR as well as the ability to survivably engage time sensitive surface targets. The primary objective of FLTC 4 is to enable global and strategic strike. Through the execution of the FLTC 4 portfolio, the Air Force will have the tools enabling it to maneuver through anti-access or area denied environments to deliver effects rapidly and persistently. FLTC 4 is a multi-discipline portfolio that ties the manner of effects (kinetic, non-kinetic, and novel functional defeat) together with the delivery platform (supersonic and hypersonic) to enable efficient and precise solutions for the future strategic environment. Please follow the link to review workshop information and to register: http://events.signup4.com/fltc For additional information, you may contact either Primary: Ms Cari Boos at (937) 255-2074, email: Carissa.boos@wpafb.af.mil Secondary: Dr Keith Bowman at (937) 904-8201, email keith.bowman@wpafb.af.mil .

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
