Notice of Intent to Sole Source - USAF Membership in Model-Based Design & Engineering Standards BodiesThe United States Air Force plans to award a sole-source, firm-fixed-price purchase order to EDM Council, Inc. under Simplified Acquisition Procedures to secure membership in international standards bodies that develop and maintain critical computer industry specifications essential for model-based design and engineering of USAF assets. This membership provides access to unique software and system modeling standards that are vital for the design, development, acquisition, and sustainment of Air Force systems, and EDM Council, Inc. is designated as the sole provider capable of delivering this specific functionality due to its exclusive role as an open standards organization aligned with USAF requirements. The contract includes a base period of 12 months and four additional 12-month option periods, allowing for continued access to evolving standards over an extended timeframe. Although this is a sole-source action, the government invites all responsible sources to submit capability statements demonstrating their ability to provide the required membership and standards access by 3:00 PM Eastern Time on July 21, 2026, via email to Joshua Sawdey at joshua.sawdey.1@us.af.mil. Submissions will be evaluated solely to determine whether future competitive procurement is warranted, and the government retains full discretion to proceed without competition regardless of responses received. The action is tied to NAICS code 813920, issued under the Department of Defense office based at Wright-Patterson Air Force Base in Ohio, and is formally documented under solicitation number FA865226Q0001 with no set-aside provisions.

2026 AASHTO Annual Membership DuesThe Federal Highway Administration (FHWA) is seeking to secure a single-source annual membership with the American Association of State Highway & Transportation Officials (AASHTO) for Calendar Year 2026, under FAR Subsection 13.106-1(b), to maintain access to critical technical training and industry standards. This membership provides FHWA federal staff with essential knowledge and skills through AASHTO’s TC3 web-based courses, which are uniquely unavailable through any other provider and are vital for workforce development in transportation engineering and management. AASHTO also serves as the authoritative source for nationwide specifications, test protocols, and guidelines used in highway, air, rail, water, and public transportation infrastructure, making its membership indispensable for supporting professional excellence, technical integrity, and policy leadership within FHWA. This procurement is not open to competitive bids, as AASHTO is the sole entity capable of delivering the required resources, and the FHWA Discipline Council has formally requested continued access to these training materials. While the notice does not solicit quotes or proposals, interested parties may submit capabilities statements by July 20, 2026, to demonstrate their ability to fulfill the requirement, solely to evaluate whether competition is feasible. The solicitation number is 693JJ3-26-SN-0009, with a NAICS code of 813920, and all correspondence must be directed to Jason Motala at jason.motala@dot.gov. The membership will be procured directly from AASHTO under its Unique Entity ID M46DG3TNQ3Z8, with no set-aside provisions applied.

The primary duty is to manage and deliver a comprehensive Catholic Religious Education program aligned with Second Vatican Council teachings and the guidance of the Catholic Chaplain, including organizing Sunday services from 10:30 a.m. to 2:30 p.m., conducting four weekday hours of administrative work, coordinating catechist training sessions, maintaining RE materials, tracking attendance, and managing volunteer background investigations. The offeror must demonstrate prior successful delivery of similar chapel or church-based religious education services and must submit a proposal not exceeding five pages that includes pricing for all five performance periods and a capability statement documenting relevant experience.
