The General Services Administration (GSA) is managing Solicitation 47QMCA22R0014 for the acquisition and procurement of 2023 Light Duty Vocational Trucks to support federal agencies. This ongoing solicitation facilitates the addition of new model year vehicles and the introduction of new models through biannual Open Seasons—spring and fall—where existing contractors and new offerors can submit updated vehicle information and proposals. The Open Seasons operate via the AutoBid system, requiring vendors to request accounts, submit lists of vehicle makes and models for consideration, and meet specified deadlines to ensure their vehicles comply with the respective Federal Vehicle Standards for each cycle (e.g., FY23, FY24, FY25 standards). Virtual Industry Days are held prior to each Open Season to orient participants on submission processes, timelines, and program requirements. Important milestones include deadlines for AutoBid account requests, submission of vehicle model data, bidding periods, and supplemental document deadlines corresponding to each Open Season. A distinctive feature of this solicitation is Standard Item 888E, an open line item exclusively kept open beyond the original deadline to permit proposals for commercially produced motor vehicles that incorporate emerging technologies. Such vehicles must fall within existing Federal Standard vehicle categories and meet all applicable GSA regulations. Proposals for Item 888E require separate submission procedures, including pricing via a dedicated Proposal Template emailed to GSA, rather than through AutoBid, allowing for ongoing evaluation and contract awards either through modifications to existing contracts or new awards. The solicitation also emphasizes participation in the AutoStandards process, a pre-solicitation technical data submission phase that assists in defining vehicle requirements and specifications prior to formal proposal invitations. The program expects vendors to comply fully with GSA’s technical and regulatory standards and offers multiple points of contact for assistance, facilitating transparency and accessibility for those seeking participation in this large-scale federal vehicle procurement effort.

**INTERESTED PARTIES MUST REQUEST AUTOSTANDARDS ACCOUNTS IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW**

The General Services Administration's (GSA) Automotive Acquisition Support Center invites firms interested in submitting offers under the Government's upcoming solicitations for 2023 Light Duty Vocational Trucks to participate in the 2023 Federal Vehicles Standards process beginning March 8, 2022. This process, conducted via GSA's AutoStandards web application, assists GSA's Vehicle Buying program to develop the Government's technical requirements for motor vehicles. Vehicle types being sought by the Government for this program include, but are not limited to:

- Pickup trucks
- Cab & Chassis
- Vocational Trucks (to include box vans, stake bed trucks and light-duty dump trucks)

The General Services Administration is the mandatory source for vehicles purchased in the United States under the Federal Property Management Regulation (FPMR) 101-26.501. GSA's Vehicle Purchasing Division purchases an estimated 50,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense annually. All GSA vehicle purchases are governed by program specific Federal Vehicle Standards, which are assimilated by GSA Engineering personnel prior to solicitation publication.

The AutoStandards process engages interested parties to provide technical data for vehicles to be potentially offered to the Government in response to these forthcoming solicitations and to assist in development of the Federal Vehicles Standards for the current model year and specific program. Participation in the AutoStandards process is highly encouraged for all firms seeking to participate under GSA Vehicle Buying solicitations. Please note, GSA is NOT requesting pricing at this time. GSA is currently only in the requirements development phase of the acquisition.

Interested parties must complete the following steps in order to participate:

1) Interested parties must send a list of makes/models they intend to submit for consideration to John Hampson, GSA Vehicle Engineer Branch Chief, at john.hampson@gsa.gov by March 14, 2022. Please see the attached "Current Active Models" as a starting point and identify any deletions or additions with your firm's submission. These model lists are necessary for GSA to establish them in our database so they will be available in AutoStandards for technical data population.

2) Interested parties are required to request an AutoStandards account by March 14, 2022. A user name and password is obtained by submitting the attached "Request for AutoStandards Account" document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov. Once the models are established/created, GSA will reach out to the firms that requested AutoStandards accounts to confirm the makes/models for the technical data submission. Please indicate the specific program (Light Duty Vocational Trucks) in which your firm is interested on the document provided. GSA intends to open AutoStandards on Tuesday, March 8, 2022, and close it for vendor technical data submission on Thursday, March 31, 2022. GSA will hold a virtual Pre-Solicitation Conference on Thursday, February 24, 2022, from 10:00am-12:00pm EST to review these instructions as well as an AutoStandards tutorial. All interested parties should plan on attending. The meeting info is as follows:
