All documents and solicitation details are available online for no cost at PennBid - www.PennBid.net. Bids must be submitted via the PennBid Program. Bids may be modified or withdrawn via the PennBid Program at any time up to the date and time indicated on the Invitation to Bid. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders.
