The City of Saskatoon has issued Advance Contract Award Notice ACAN 26-0550 to procure Mobile Organic Biofilm technology for use in an activated sludge system. This technology is intended to support the growth of nitrifiers and create a stratified microbial community to facilitate simultaneous biological nutrient removal. The required MOB particles must be capable of flowing between reactor zones, settling in secondary clarifiers, and being retained and returned to the bioreactor via separation devices such as rotary screens. The City intends to award the contract to a pre-identified supplier believed to be the sole provider capable of meeting these specifications. However, other suppliers may challenge this intent by submitting a statement of capabilities demonstrating their ability to satisfy the requirements by the deadline of November 6, 2026. If no qualifying statements are received by this date, the City may proceed with the award to the pre-identified supplier.
