2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

This grant aims to support rural fire departments throughout New York State that are at least 80% volunteer-based and serve communities with populations of 10,000 or fewer. Eligible departments may receive up to $3,500 to purchase wildland firefighting suppression supplies, with the grant operating as a 50/50 matching funds program. Priority selection criteria include the department’s grant history over the past five years, whether it is newly established, and if it serves a Native American community. Funding must be used for items directly benefitting wildland firefighting efforts and the rural community, with individual purchases not exceeding $9,999. Applications are accepted through December 22, 2025, with the program covering all New York State counties and lasting one year. Due to limited funding, not all eligible departments will receive awards. There are no specific subcontracting goals related to minority, women, disadvantaged, or service-disabled veteran-owned businesses, nor are there set-asides for these groups. Applications will be accepted through December 22, 2025. Pursuant to the Agriculture Appropriations Act, Section 7(b)3 of P.L. 95-313 (Cooperative Forestry Assistance Act of 1978), the New York State Department of Environmental Conservation hereby gives notice of the following: The New York State Department of Environmental Conservation received a federal appropriation of $851,255 for the 2025 Volunteer Fire Capacity (VFC) Grant Program. The DEC will administer VFC grant awards to selected rural fire departments for the purchase of wildland firefighting suppression supplies. Departments will be selected based on whether they have received awards in the previous 5 years and the total amount received for all 5 years, whether they are a newly formed establishment, and the presence of a native American community within their jurisdiction. Due to limited funding, not every fire department that is eligible to apply will receive an award. Grant eligibility and allowable use is based on federal guidelines outlined by the US Forest Service. Fire departments comprised of at least 80% volunteer personnel that serve a rural area within their jurisdiction are eligible to apply for the VFC grant (rural refers to a town or village with a population of 10,000 or less, based on the 2020 Census). Selected fire departments will receive a maximum award of $3,500 and are required to equally match the amount they receive (VFC is a 50/50 matching funds program). Funding must be used to purchase items directly related to wildland firefighting, with no individual item exceeding $9,999. Purchases must be utilized for the direct benefit of the rural community served. Applications will be accepted through December 22, 2025.
