II. Services Scope • Utility Pole Pick-up and Disposal o Contractor shall coordinate with GEC to pick up utility poles at designated bulk locations or along assigned roadways where poles have been left for pickup. o Contractor shall be responsible for disposing in a manner that meets all applicable environmental regulations and maintaining records for establishing chain of custody of removed and disposed of material. o Contractor will maintain records establishing quantity of material disposed of and corresponding landfill costs. All charges will be backed up with appropriate record and based on contract pricing. o Contractor shall handle any situations where poles are transferred to the property owner where damaged pole was located. Proper chain of custody will be maintained.
• Utility Transformer Pick-up, Area Cleanup, Disposal o Contractor shall coordinate with GEC to pick up utility transformers at designated bulk locations or along assigned roadways where transformer have been left for pickup. o Contractor shall be responsible for disposing in a manner that meets all applicable environmental regulations and maintaining records for establishing chain of custody of removed and disposed of material. o Contractor will be responsible for assessing any transformer clean-up needs and carrying out proper spill cleanup as regulations require. o Contractor will maintain records establishing quantity of material disposed of and corresponding costs. All charges will be backed up with appropriate record and based on contract pricing.
• General Utility Material Disposal and Recycling o Contractor shall coordinate with GEC to pick up general utility material (metal hardware, wire scraps, packaging material, misc) at designated bulk locations or along assigned roadways where transformer have been left for pickup. o Contractor shall be responsible for disposing in a manner that meets all applicable environmental regulations and maintaining records for establishing chain of custody of removed and disposed of material. o Contractor may provide containers where needed for project need. o Contractor will maintain records establishing quantity of material disposed of and corresponding costs.
Personnel • Contractor shall provide the necessary personnel to complete the scope. This is typically 2 people per rig. An operator and an assistant. However, please provide all necessary labor rates. Equipment • Pickup • Flatbed Trailer • Skid Steer • The above equipment is what is typically needed to complete this scope of work. If more equipment will be used, please include those rates in the excel template provided.
Contract Terms In addition to compliance with applicable Federal, State, and local rules and regulations, Contractor must also comply with the MSA and the terms and conditions in the Authorization, which will dictate the anticipated effort needed to complete the Services and include applicable terms and conditions for the Services.
Fee Structure Given the uncertain nature of the quantity of work required and the percentage of service territory that will be impacted by the disaster, Contractor will have a time and materials fee structure at the rates proposed in response to this RFP. Please provide an hourly rate of the services.
Documentation Management & Support Contractor shall provide data management and support as a part of the Services, including use of a compatible system for clearly tracking and documenting all elements identified above. Contractor must also substantiate its costs. Contractor must maintain all records pertaining to work performed consistent with the requirements set forth in the MSA and Authorization. Contractor shall submit a report by close of business each day with, at a minimum, the following information: • Contractor’s Name; • Contract Number; • Daily and cumulative hours for personnel, by position, if appropriate; • Other operational and complaint tracking information, as requested.
Failure to provide audit quality information by 5:00 p.m. of the following day of operation may result in financial penalty to the Contractor.
