Pursuant to FAR Subsection 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the American Association of State Highway & Transportation Officials (AASHTO), Unique Entity ID: M46DG3TNQ3Z8 for annual membership dues for Calendar Year 2026.
- FHWA’s Agency Membership in this professional organization is intended to provide professional support and growth to FHWA’s professionals. AASHTO also provides technical resources and values technical excellence, professionalism, integrity, advocacy, public policy, innovation, leadership and management. The AASHTO TC3 web-based online courses provide FHWA federal technical staff with knowledge and skills critical to performing their roles in FHWA.
- AASHTO is a standard setting body which publishes specifications, test protocols and guidelines which are used in highway design and construction throughout the United States. Despite its name, the association represents not only highways but air, rail, water, and public transportation as well. AASHTO is the sole source of the TC3 training resource.
- AASHTO membership is available only through AASHTO – American Association of State Highway and Transportation Officials. This membership is not offered through another source and so is the only source capable of meeting our needs. The intent of this notice is not to request competitive quotes or proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
