2026 Building Condition Assessment Report and Asset Inventory

The Township of Woolwich is seeking proposals from qualified consulting firms to provide professional engineering services to undertake comprehensive Building Condition Assessments (BCAs) and Asset Inventory for identified municipal facilities.The purpose of this project is to establish a consistent and reliable understanding of the current physical condition, inventory, remaining service life, replacement value, and long-term capital investment requirements of each facility. The assessments will provide the Township with accurate information to support asset management, lifecycle planning, capital forecasting, and risk management.The Township has identified 29 facilities for inclusion within the overall Building Condition Assessment program. Due to the available 2026 project budget and the timing of the assignment, the Township does not anticipate that all 29 facilities will be assessed during the 2026 calendar year.The successful Proponent shall complete Building Condition Assessments for as many facilities as can reasonably be accommodated within the Township’s approved 2026 budget. The number of facilities completed in 2026 will be determined in consultation with the Township following Proponent selection and will consider the successful Proponent’s unit pricing, available budget, facility priority, and project schedule.The remaining facilities are anticipated to form a subsequent phase of the program in 2027, subject to Council approval of the required funding through the Township’s 2027 budget process. Inclusion of the remaining facilities within this RFP does not constitute a guarantee that the associated work will proceed.Proponents shall therefore provide clear and itemized pricing for each individual facility, allowing the Township to determine the appropriate number and combination of facilities to proceed with in 2026 within the approved budget. Pricing shall also provide the Township with the flexibility to proceed with additional facilities in 2027, subject to budget approval and at the Township’s sole discretion.
