2026-GS-06 Lightning Protection System Inspection and Repair Services

The Clayton County Water Authority is seeking qualified contractors to perform inspection, repair, and certification services for existing exterior lightning protection systems at designated facilities in Clayton and Henry Counties, Georgia. The work must comply with the most current edition of NFPA 780, and all materials must be UL-listed. Final certification requires either a UL 96A Master Label or LPI-IP Certificate of Compliance, supported by detailed inspection and repair reports along with before-and-after photographic documentation. The contract requires completion within 90 calendar days from notice to proceed, with all performance occurring at CCWA sites including W.B. Casey, Reeves Creek, and others, and delivery terms specified as FOB Destination, Freight Prepaid to Jonesboro or Morrow, Georgia. The procurement is structured as a Request for Bids with award to the lowest responsive, responsible bidder whose proposal is most advantageous, where price is the primary factor but non-price considerations such as performance capability, industry reputation, prior relationship with CCWA, local business status, and proximity to facilities are also evaluated. Bidders must submit a complete package electronically via the Bonfire Portal, including a W-9 form matching vendor registration with the Georgia Secretary of State, a Certification of Absence of Conflict of Interest, and documentation related to Georgia’s Security and Immigration Compliance Act if applicable. SLBE certification with Clayton County or one of ten surrounding counties results in a bid discount of 10% or 7% respectively, and all bidders must be qualified to do business in Georgia and hold any required licenses. Contractors must carry specific insurance coverage including terrorism, aviation, liquor, and sexual abuse liability where applicable, with CCWA named as additional insured, and must obtain prior written approval for any subcontracting. Retainage of 10% will be withheld until 50% of work is completed and will only be released 30 days after final acceptance upon submission of a final affidavit and release of surety. A two-year warranty covers all services and materials against defects and non-conformance.
