2026 ITB 6 Broadway Paving - Phase 2

The project titled 2026 ITB 6 Broadway Paving - Phase 2 is a public works initiative led by the City of Eugene, Oregon, with a solicitation number S-KE0010-00016867 and a response deadline of May 19, 2026. The scope of work involves comprehensive roadway and pedestrian infrastructure upgrades including removal of existing concrete sidewalks, curbs, gutters, and stormwater structures; roadway excavation; cold plane removal of asphalt pavement; installation of new concrete sidewalks with ADA-compliant ramps; construction of new stormwater pipes and structures; placement of asphalt pavement using 35 percent recycled asphalt pavement; installation of permanent and temporary traffic and pedestrian control measures; erosion control; striping and signing; installation of temporary and permanent traffic signal detection systems; and placement of pedestrian scale bollard lighting. All work must conform to the Oregon Standard Specifications for Construction and project-specific supplemental specifications, including compliance with ASTM D7269 for reinforcing fibers, PG 70-22 asphalt binder standards, and local Eugene City Code requirements. A concrete washout facility and CWRR report are mandatory deliverables, and materials must be stored and transported in sealed, labeled containers to prevent contamination, with fiber-reinforcement materials requiring lot number identification. The contract is structured as a Firm Fixed Price award under the Lowest Price Technically Acceptable (LPTA) methodology, meaning the contract will be awarded to the lowest responsive and responsible bidder who meets all technical and procedural requirements. Compliance with mandatory certifications including the Affidavit of Noncollusion, Certificate of Compliance with Oregon Tax Laws, Certificate of Workers’ Compensation Coverage, and a Certificate of Bidder/Contractor Employee Drug Testing Program is required for bid submission. Contractors must also submit disclosures regarding first-tier subcontractors, particularly those with COBID certification as MWBE, ESB, or DBE entities, and report their utilization throughout the project term. Performance and payment bonds at 100 percent of the contract value, comprehensive insurance coverage, and adherence to an affirmative action plan for firms with 15 or more employees are mandatory. Liquidated damages of $1,900 per day will be assessed for unexcused delays beyond the scheduled completion date, as defined in Section 00180.85.
