The Library of Congress has entered into a sole-source contract, number LCLGD25C0001, with Preservation Technologies, LP for mass deacidification services for fiscal year 2026. The period of performance runs from April 1, 2026, through March 31, 2027. This award was made under FAR 6.302-1(b)(1) and FAR 6.302-2 due to the unique technical capabilities of the contractor and the urgent necessity to prevent paper brittleness in bound volumes. The primary objective is to neutralize acid components in paper to extend the lifespan of library materials by at least 300 percent using a non-aqueous alkaline treatment. The scope of work requires the contractor to perform all treatment at an offsite facility, as chemicals are strictly prohibited on Library premises. Key technical requirements include achieving a pH level between 6.8 and 9.7 and an alkaline reserve of 1.0 to 3.0 percent calcium carbonate equivalent. The contractor is responsible for all logistics, including providing secure, climate-controlled shipping containers, maintaining strict inventory control via the Library's Integrated Library System, and ensuring materials are stored in facilities with temperatures at or below 80 degrees Fahrenheit and relative humidity at or below 55 percent. Performance is monitored through rigorous quality control standards, including MIT fold endurance tests and accelerated aging tests. Deliverables include weekly and monthly reports on treated volumes, pH data, and environmental logs. Final acceptance occurs at the Library's Capitol Hill loading docks following verification by the Contracting Officer’s Representative. The contract emphasizes strict adherence to safety and environmental regulations, including OSHA and EPA compliance, and requires specific barcoding and marking protocols to maintain the original order and identity of all treated materials.
