Upper Dublin Township, offices located at 801 Loch Alsh Avenue, Fort Washington, PA 19034, will receive sealed bids online until 10:00 A.M., prevailing time on July 8, 2026, 2026 at which time and place the bids shall be publicly opened and read for: Contract 21-05040 – Willow Manor North Hills Avenue Diversion Pipe
The work to be completed under this project in Upper Dublin Township, Montgomery County, PA includes a Base Bid for the construction of a storm sewer diversion system and two alternate items for asphalt mill and overlay. The work consists of installing a diversion manhole structure, several inlets and manholes, and approximately 1,860 LF of 36-inch and 42-inch storm pipe in North Hills and Kimball Avenues, minor utility relocations and sanitary lateral reconnections, roadway restoration, erosion and sediment control, and traffic control. All material, labor, and equipment shall be in accordance with PennDOT Publication 408 and applicable township standards.
All Bidding Documents and Solicitation details may be obtained at PennBid™ https://pennbid.bonfirehub.com. Click on the Open Public Opportunities” tab. All documents, specifications, and drawings can be obtained and secure bids submitted online at no cost. A nominal fee of 0.33% of the bid amount (up to $5,000) is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. Each bid shall be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to Upper Dublin Township along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder.
The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of Upper Dublin Township and having as security thereon such Surety company or companies as are approved by Upper Dublin Township.
This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry. This project is subject to applicable provisions of Act 127, Pennsylvania Public Works Employment Verification, as amended.
No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids. Upper Dublin Township reserves the right to reject any and all bids, or parts thereof, to select any combination of the Base Bid and/or Alternate Bids, and to accept the bid, which it deems, in its sole judgment, to be in the best interest of the Township.
