2026 Road Overlay with Base Work

Notice is hereby given that the Vernon Parish Police Jury, PO Box 1548, Leesville, LA 71496, will receive sealed bids until Thursday, July 23, 2026 at 10:00 a.m. Bids will be opened publicly and read aloud; bids received after the specified closing time will not be accepted. All interested parties are welcome to attend the bid opening.  Bid specifications may be viewed online and bids may be submitted online at www.centralbidding.com.   Bid Forms may be obtained from the Vernon Parish Police Jury, 300 S. 3rd St., Leesville, Louisiana 71446, between the hours of 8 a.m. and 4 p.m., Monday – Friday, by calling 337-238-0324 or emailing belinda@vppjla.com.   Bid envelopes MUST be sealed and marked on outside with company name, item being bid, date and time of bid opening, and contractor’s license number. Failure to seal and mark bid envelopes correctly will result in your bid being rejected.   The Vernon Parish Police Jury reserves the right to reject any or all bids for just cause in accordance with R.S. 38:2212 & 2214.   2026 Road Overlay with Base Work Contract to be completed by November 27, 2026   NOTE: Bid must be submitted using the attached Bid Specifications Form and the Louisiana Uniform Public Bid Form. Bid will be awarded to lowest qualified bidder for the Total Base Bid amount.   Contractors are encouraged to meet with Parish Road Foreman PRIOR to bidding on this contract. Please call 337-239-9933 to schedule a meeting time.   Work to be bid (see project spreadsheet for details):   2” Asphalt Overlay (Level 1 Non-Polymer) with base for Gravel or Asphalt Roads:  labor, equipment, and materials to lay prime coat and 2” hot mix Asphalt overlay, 12’ – 22’ wide and prepare the road base with 8-12 inches of Portland Cement stabilizing the soil and 8-12 inches of Lime Conditioner where needed cut in on 12’ – 22’ wide Gravel and Asphalt and Road base. The top 8-12 inches deep of all roads must be reclaimed before placing Soil Cement or Lime Conditioning, Soil Cement and Lime Depth and Percentages will be determined by a qualified laboratory and bidder will be given that information and length and width of roads before bidding 5% overrun; January 1, 2026, to November 27, 2026. Widening of intersections and turnouts MUST be priced as part of the road.  Must meet LADOTD specifications.
