2026 Crack Sealing Contract

The Municipality of Leamington is soliciting tenders for the 2026 Crack Sealing Contract (ENG-81-2026), which involves the routing and sealing of asphalt cracks in roadways and parking areas. The contractor is responsible for providing all labor, supervision, plant, and materials, specifically using MTO approved Beram 195 Sealant or an approved equivalent. Work must be performed according to Ontario Provincial Standard Specifications, including OPSS 341 and 1212, with a required rout profile of 19mm x 19mm. The project is divided into four groups in Schedule A, and work must be completed in the order directed by the Owners Inspector. Substantial performance is required by December 15, 2026, with standard working hours from 7:00 am to 7:00 pm, Monday through Friday. Required submission documents include a digital Form of Tender, a bid bond valued at 10% of the total tender price, a list of similar completed projects, and a Domestic Supply Chain Plan. Additionally, a declaration is required certifying that at least 51% of the goods and services are Ontario or Canadian-made. The award will be based on the most advantageous tender, considering factors such as price, qualifications, and the owner's previous working relationship with the bidder. Upon award, the successful contractor must provide performance and labor and material payment bonds for 100% of the total tender price. Invoicing requires a proper invoice submitted within five days of the pre-invoice meeting, accompanied by a valid WSIB certificate of clearance and a statutory declaration.
