Actuarial Services

The Corporation of the Municipality of Leamington is soliciting proposals for professional Actuarial Services to assist with financial statement reporting and disclosure requirements related to post-employment benefits and non-vested accumulated sick pay. The selected provider must ensure compliance with PS 3250 (Retirement benefits), PS 3255 (Post-employment benefits), and PSAB accounting standards. Key deliverables include a full actuarial valuation and PS 3250 disclosure report for 2026, including projections for 2027 and 2028, as well as extrapolated accounting and disclosure reports for the subsequent years if significant changes in demographics or plan provisions occur. The contract is scheduled for a three-year term commencing in November 2026, with an optional one-year extension available upon mutual agreement. Proposals must be submitted electronically through the Municipality of Leamington’s tendering system by the deadline of October 23, 2026. Submissions must include organizational information, a portfolio of qualifications and approach, and completed schedules regarding the scope of services, formal proposal authorization, and firm fee quotations. The Municipality will evaluate proposals using weighted criteria, including a scoring methodology for fees where the lowest-cost proposal receives maximum points. Proponents are required to disclose any potential conflicts of interest, maintain strict confidentiality, and provide necessary health and safety qualifications. All pricing must be provided in Canadian funds and exclusive of HST. The Municipality retains absolute discretion in the evaluation and award process.
