Hearing Officer Services

The Municipality of Leamington is seeking experienced firms or individuals to provide Hearing Officer Services under solicitation LGL-76-2026. This is a re-issuance of a previous RFP and aims to establish a program for reviewing decisions made by Screening Officers regarding municipal by-law penalties within the Administrative Penalty System. The successful proponent will be engaged for a one-year term with the possibility of renewal. The scope involves conducting monthly hearing reviews for approximately 1,000 tickets per year, primarily via Microsoft Teams or Zoom, although the Hearing Officer must be available for rare in-person sessions for accessibility or accommodation needs. All reviews must be conducted in accordance with the Statutory Powers Procedures Act, 1990, and the Hearing Officer is granted independent authority to manage the process, including decisions on adjournments and rescheduling. Proposals are due by October 30, 2026, at 11:30 AM and must be submitted to the Leamington Municipal Office. Submissions must include a proponent overview, detailed methodologies for evidence evaluation and case management, personnel qualifications, client references, and a detailed fee schedule. Mandatory requirements include the completion of Schedule B and a health and safety qualification form. Insurance requirements are stringent, requiring 5 million dollars in Commercial General Liability per occurrence, 2 million dollars in automotive liability, and 1 million dollars in professional liability.
