2026 Road Program Contract 2026-01

This contract entails the comprehensive upgrade of the UV disinfection system at the Newberry Township Wastewater Treatment Plant in York County, Pennsylvania, with work encompassing demolition of existing components, installation of a temporary bypass system, interior concrete repairs, building improvements, and full integration of a new UV treatment system along with associated electrical distribution and lighting infrastructure. The project is governed by a detailed set of contract documents including advertisements, instructions to bidders, general and special conditions, construction specifications, contract bonds, and drawings, with all work required to be performed in strict accordance with manufacturer guidelines, applicable ASTM and Federal specifications, the International Plumbing Code, and Pennsylvania state regulations including the Contract Standards Act, Steel Products Procurement Act, and Act 287. The Owner, identified as Newberry Township Sewer Department, retains full oversight through the designated Engineer, who is responsible for verifying work quality, approving measurements and payment quantities, and enforcing compliance with all technical and safety standards. Bidders must demonstrate financial responsibility by providing a bid bond, a completed Experience Questionnaire, and, upon request, certified financial statements and proof of liquid assets totaling at least 15% of the first $100,000 of the bid amount, 10% of the next $900,000, and 5% of any remainder. The award will be made to the lowest responsible bidder based on unit price, with mandatory submission of electronic bids through PennBid™ no later than August 14, 2026, accompanied by five required attachment documents, including a list of subcontractors, addendum acknowledgments, guaranty form, experience questionnaire, and bid bond. Contractors are required to furnish performance, payment, and maintenance bonds at 100%, 100%, and tiered percentages of the contract price respectively, all with specified durations extending up to two years post-completion. Strict compliance with OSHA safety regulations, prevailing wage rates determined by the Bureau of Labor Law Compliance, and environmental controls including erosion prevention and material handling protocols are mandated. All materials, especially UV system components and piping, must be packaged, transported, and unloaded per manufacturer specifications to prevent damage, with rejected items at the Contractor’s expense. The work must be executed without disrupting utility operations, and the Contractor assumes full liability for indemnifying the Owner, maintaining workers’ compensation and general liability insurance, and managing all site cleanup and safety measures, including fencing excavations and prohibiting on-site burning.
