2027-02 Tennis Courts

The Essex North Shore Agricultural & Technical School District is soliciting bids for the construction of two new tennis courts on its South Campus in Hathorne, Massachusetts, with all work required to be completed by December 31, 2026. The project includes comprehensive site improvements such as tennis court nets, chain link fencing, stone dust and cement concrete walkways, gravity block retaining walls, guard rails, a stormwater drainage system, and a sound barrier. All materials must be delivered in original factory packaging with proper labeling including manufacturer name, brand, and lot number, and must comply with ASTM standards for geosynthetics, concrete, and pipe materials. Installation must adhere to Massachusetts S.S.H.B. specifications, ASTM testing standards for geotextile strength and hydraulic conductivity, and the NCMA Design Manual for segmental retaining walls. The contract requires full compliance with Massachusetts state laws, including tax clearance under M.G.L. Chapter 62C, non-collusion certification, adherence to Chapter 151B against discrimination, and mandatory CORI background checks for all personnel prior to site access. The contractor must provide proof of insurance covering workers’ compensation, general liability, automobile liability, and umbrella coverage, with certificates filed before work begins. All work must be performed by qualified personnel, including installers with at least five years of experience and three local references. The contract prohibits assignment without approval, requires full lien waivers prior to final payment, and mandates that defective work be corrected within ten days. The award will be based on the best overall value determined through a trade-off process considering responsiveness, responsibility, bid quality, and delivery schedule, not solely on price. Proposals must be submitted as sealed hard copies to the District’s Business Operations office by August 24, 2026, and include a signed bid form, 5% bid bond, tax certification, non-collusion statement, and a reference list of the last five completed jobs. No electronic submission is permitted, and no options, FAR clauses, or federal acquisition regulations apply; the contract is governed entirely by state and local procurement laws.
