AI Contract Overview
The 2027 Veterans Donation Fund (VDF) Large Grant, administered by the Arizona Department of Veterans' Services (ADVS) under A.R.S. § 41-608, provides funding for programs that address social determinants of health (SDOH) for Veterans and their families in Arizona. Eligible projects must target at least one SDOH category, such as basic needs, housing, mental health, employment, or physical health, with a strong preference for direct services that provide immediate benefit to individual Veterans over indirect services like research. The grant period is one year from the date of signature, and applicants must submit their proposals through the eCivis portal by November 13, 2026. Applications are evaluated on a weighted scale: Project Description (40 points), Applicant Qualifications (25 points), Budget Narrative (20 points), and Line Item Budget (15 points). Required documentation includes a detailed project scope, a line item budget, a GAO-W-9, and certifications regarding non-discrimination, IRS standing, and tax exemption. Grantees must adhere to strict expenditure rules, prohibiting the use of funds for gift cards, food, and most administrative costs, with a 12 percent cap on administrative expenses for grants exceeding 5,000 dollars. Additionally, awardees must comply with the Federal Immigration and Nationality Act, maintain I-9 employment eligibility records, and provide indemnification to the State of Arizona.

Full Description
Arizona Department of Veterans' Services (ADVS) is focused on ensuring that applications address social determinants of health (SDOH) for Arizona Veterans. Applications must pertain to at least ONE of the categories of SDOH, which includes: basic needs, employment, family and social support, finances and benefits, higher education, housing and homelessness, legal, mental health and substance abuse, physical health, and spirituality. ADVS encourages all VDF applicants to submit grant applications that address upstream prevention so that Veterans and their families do not escalate into a crisis. Applications that propose to provide direct services for Veterans will be prioritized over applications that provide direct services to Veterans. Direct services are defined as services being provided for and for the benefit of the individual Veteran. For example, assistance with paying past due rent and/or utilities. Indirect services are not intended to provide services for the direct benefit of the individual Veteran. For instance, requesting funding to conduct a study to understand Veteran homelessness is an indirect service. The study itself does not affect a Veteran experiencing homelessness, but could provide insight into direct services that could be provided that would affect a homeless veteran's housing outcome.
