2028 Olympic and Paralympic Games Parcel Locker and Microhub Feasibility and Optional Deployment Support.

Scope: The Southern California Association of Governments (SCAG) is seeking proposals from qualified firms to conduct a feasibility assessment and site analysis for potential parcel locker and/or microhub deployment in preparation for the 2028 Olympic & Paralympic Games (“LA28 Games” or “Games”). The purpose of Phase 1 of the project is to evaluate, through a non-compensated feasibility partnership with the selected proposer, whether parcel lockers and/or microhubs could serve as an operational mitigation strategy supporting freight delivery needs within or with proximity to Games venue locations. Phase 1 will focus on developing a feasible concept and provide insights into the benefits and utility of parcel lockers and/or microhubs and how they can organize and support freight delivery consolidation during the Games and beyond with long-term outcomes. The Phase 1 feasibility assessment is expected to be completed within two months and not longer than four months. SCAG may, at its sole discretion, elect to proceed with an optional compensated Phase 2 for deployment planning, infrastructure or technology integration, pilot implementation, operations support, data collection, and performance evaluation. Phase 2 is not guaranteed and will depend on the results of Phase 1, partner commitments, site feasibility, and available funding. Phase 2 is expected to complete testing pre-Games and deploy in time for the Games.
