PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Martinsburg, WV Warehouse
100% SDVOSB SET ASIDE
This is a Pre-Solicitation Notice that the Department of Veterans Affairs (VA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOTA) services for Martinsburg, WV Warehouse. This requirement supports VA's mission by providing contractor support services to help bring the facility into full planned operations that will provide services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of thirty (30)-months.
In fiscal year 2025, the Department of Veterans Affairs, Veterans Health Administration (VHA), Office of Emergency Management (OEM) received authorization to lease approximately 187,000 net usable square feet (NUSF) of warehouse, training, and administrative space in the Martinsburg, West Virginia area. This project will provide VHA OEM with temperature-controlled warehouse and office space to house over $51 million in emergency management equipment and supplies currently stored at the Martinsburg VA medical center campus. The new facility will include conditioned and unconditioned warehouse storage, administrative offices, and training spaces with an expected occupancy effective date of May 2029.Â
The scope includes project support for planning, activating, outfitting, and transitioning the staff associated with the project. The scope of services includes Comprehensive Project Management; Comprehensive Interior Design, FF&E, and Space Planning Support; Concept of Operations and Transition Planning; Acquisition Planning Services; Acquisition Packages Development; Relocation of Reuse and Personnel Files and Activation Services and Post Occupancy Support for the identified project.
This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:
be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and
meet the small business size standard for NAICS 541614.
The solicitation is anticipated to be posted on Contract Opportunities for download on or about 5 October 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 3 November 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
