INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single firm-fixed-price contract for the design-bid-build EHRM Training and Administrative Space Construction project at the St. Louis VA Health Care System (VAHCS) John Cochran campus located at 915 North Grand BLVD, St. Louis, MO 63106. PROJECT DESCRIPTION The VA Saint Louis Health Care System John Cochran Division requires a construction contractor to perform upgrades in support of the Electronic Health Record Modernization (EHRM) program. The construction area is located on the first floor of Building 2 and includes both training and administrative spaces. This project includes the execution of Phases 2, 3, and 4 of the associated design plans. Phase 2 addresses the North Training Rooms (Rooms 139, 140, 141, 142), totaling approximately 2,000 square feet. Work includes upgraded power and data infrastructure and new flooring and wall finishes. Phase 3 addresses the South Training Rooms (Rooms 126, 127, 128), totaling approximately 1,800 square feet. Work includes upgraded power and data infrastructure and new flooring and wall finishes. Additionally, Phase 3 includes the renovation of a 130-square-foot breakroom, with new floor and wall finishes, casework, a new sink, and a cold-water tie-in for an ice machine. Phase 4 addresses multiple areas: renovation of an approximately 1,400-square-foot corridor with new floor and wall finishes; upgrades to two offices (approximately 150 square feet each) with upgraded power and data infrastructure and new flooring and wall finishes; and upgrades to an existing data closet, including new floor and wall finishes, installation of an additional server rack with associated equipment, and replacement of the existing mini-split HVAC unit. Note: Phase 1 is excluded from this scope, as it was completed under a separate contract. Note: All power and data drops originally indicated as floor-mounted shall now be wall-mounted, as shown on revised drawings EP101 and TN101. Installation must match these updated sheet details; no floor-mounted outlets are permitted. ADMINISTRATIVE The solicitation will be issued as an Invitation for Bids (IFB) conducted in accordance with FAR part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in early to mid-October 2026. The period of performance is approximately 150 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $250,000 and $500,000. This notice is not a request for competitive offers.
