The Georgia Institute of Technology, under the Board of Regents, is soliciting Statements of Qualifications for Design-Build services for the Groseclose Building Deferred Renewal project, a four-story, approximately 54,585 gross square foot academic facility constructed in 1983. The project, identified as BOR Project No. J-468 and GT Project No. 2026-0270, aims to renew outdated building systems, primarily HVAC, mechanical, and fire protection, while ensuring compliance with accessibility codes and eliminating deferred maintenance liabilities. Scope includes hazardous materials abatement, envelope renewal, and programmatic upgrades to support instructional space needs across campus, all aligned with Georgia Tech’s Campus Master Plan and Climate Action Plan to reduce waste and emissions. The procurement follows a two-stage process: first, firms submit Statements of Qualifications by June 10, 2026, to demonstrate experience, suitability, and financial stability; qualified respondents will be shortlisted for interviews and invited to submit detailed fee proposals with cost breakdowns. The selection is a best-qualified process weighted toward firm experience (45%), suitability (30%), and stability (25%) in Step I, and in Step II, the proposed project team’s experience (50%), management plan (25%), and communication/solutions (25%). The Guaranteed Maximum Price is estimated at $8,543,000 with a preliminary Stated Cost Limitation of $7,700,000, subject to adjustment based on funding and final programming. The project anticipates commencement in August 2026, with design documents due by June 2027, and construction start contingent on funding availability. Proposers must meet strict minimum qualifications, including a Georgia General Contractor’s License, a current ratio of 1.0 or higher, an Experience Modification Rating of 1.2 or less, bonding capacity from A.M. Best-rated sureties, and compliance with state insurance requirements. Required submissions include notarized certifications, a signed Contractor Affidavit under O.C.G.A. §13-10-91(b)(1), a Proposer’s Disclosure Statement detailing any business relationships with the Board of Regents or Georgia Tech within the past two years, and fully compliant exhibits covering fee structure, preconstruction costs, general conditions, and project cost matrices.
