NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT AND SOURCES SOUGHT


SYNOPSIS AGENCY: NGB/ US ARMY 


REQUIREMENT: Zodiac Milpro H763 Inflatable Boat Air Collars


CLASSIFICATION CODE: FSC 2040 (Marine Hardware and Hull Items)


NAICS CODE: 336612 (Boat Building - Size Standard: 1,000 employees)


1. GENERAL INFORMATION & PURPOSE This announcement constitutes both a Sources Sought Synopsis and a Notice of Intent to Sole Source under FAR 5.101, FAR 5.207, and FAR 13.106-1(b)(1). This is NOT a formal Request for Quotation (RFQ), and no formal solicitation package is available at this time. The purpose of this notice is two-fold: a. To provide public notice of the Government's intent to negotiate a sole-source, firm-fixed-price purchase order for brand-name Zodiac Milpro H763 Air Collars. b. To conduct market research and determine whether other qualified vendors (specifically small businesses) possess the capability and authorization to supply the required items.


Capability statements must be submitted electronically to the Point of Contact listed above no later than the response date and time.
The capability statement must address, at a minimum, the following:


1A. Authorization in the proof of company letterhead from ZODIAC OF NORTH AMERICA, INC. UEI: C4CGDYMULBF9 to be an authorized reseller, dealer or distributor.


1B. Active registration in Sam.Gov


1C. Declared Small business Status in the reps and certs section of sam.gov profile


1D. Ability to ship to JBER, Alaska


2. DESCRIPTION OF REQUIREMENT The requiring activity has an operational requirement for brand-name replacement air collars to restore the seaworthiness, buoyancy, and tactical readiness of existing military inflatable watercraft: - Item: H763 Grey Air Collar - Manufacturer: Zodiac Milpro (Zodiac of North America) - Part Number: H763 - Quantity: Two (2) Each 


TECHNICAL JUSTIFICATION & INTENDED SOURCE The required air collars are proprietary components designed to integrate precisely with the government-owned Zodiac combat craft hull geometry, track system, and inflation valves. Original Equipment Manufacturer (OEM) components are strictly required to maintain manufacturer safety certifications, warranty protection, and maritime hydrodynamic performance standards during high-speed open-water operations. Under the authority of FAR 13.106-1(b)(1)(i) (only one source reasonably available for acquisitions under the Simplified Acquisition Threshold), the Government intends to negotiate directly with: [OPTION A - LARGE BUSINESS OEM]: Zodiac of North America, Inc. INDUSTRY RESPONSE & CAPABILITY SUBMISSION INSTRUCTIONS Interested concerns, particularly small businesses, who believe they have the capability and technical authorization to fulfill this requirement are invited to submit a written capability statement. Capability statements must clearly demonstrate: a. Company profile including UEI number, CAGE code, business size status under NAICS 336612, and primary contact information. b. Proof of status as a certified manufacturer or an authorized distributor/reseller explicitly approved by Zodiac Milpro to distribute OEM Part Number H763. c. Documentation confirming that items provided are new, genuine OEM Zodiac Milpro components with full factory warranty intact. (Third-party reverse-engineered or used/refurbished items will not be accepted).  5. RESPONSE DEADLINE & GOVERNMENT DISCRETION Responses must be submitted via email to the Contracting Points of Contact listed below no later than Close date list in Sam.gov (this listing).  Telephone inquiries will not be accepted.
