This contract involves the exchange of two 1942 vintage military vehicles—a WC-56 Dodge Command Car and a Ford Staff Car—owned by the National Museum of the United States Air Force (NMUSAF) and located at Wright-Patterson Air Force Base in Ohio. Prospective bidders are strongly encouraged to inspect the vehicles on-site prior to submitting their proposals, and appointments for inspection must be scheduled in advance. The vehicles are offered "as is" with no warranties regarding condition or suitability, and all proposals must remain valid and irrevocable for nine months following the July 9, 2007, submission deadline. Proposals must be submitted in writing, signed by authorized representatives, and clearly marked; late or oral submissions are not accepted. Upon award, the exchange process requires several approvals, including a Defense Logistics Agency trade security check and final authorization through Air Force commands, which can take several months. Once approved, the successful exchanger must establish an escrow account within 15 days to cover the agreed consideration, which will be used to purchase specified items or services from designated suppliers. Title to the vehicles will transfer only after the formal exchange agreement is signed and escrow is confirmed. The NMUSAF retains the right to reject any or all proposals, especially those seen as unfair to the government or other bidders, and provides an ombudsman for addressing concerns related to the process.
