2310--Intent to Sole Source Notice Transit Bus

The Department of Veterans Affairs is conducting market research to identify sources capable of providing one new, 2025 or newer ADA-compliant transit bus for the Togus VA Medical Center in Augusta, Maine. This requirement is for a vehicle brand name or equal to a Chevy Champion Challenger Bus. The bus must feature a gasoline-powered chassis with a minimum 14,200 lb GVWR, a minimum 25-foot length, and a capacity for approximately 12 to 14 seated passengers along with at least two wheelchair positions. Key technical specifications include a mandatory black full-body paint, black padded vinyl interior, commercial-grade wood-look resilient flooring, and a dual compressor air conditioning system with at least 80K BTU capacity. The vehicle must also be equipped with advanced electrical and technology systems, including a multi-camera DVR system, a multimedia system with LCD monitors, and integrated USB-A and USB-C charging ports at each seat. To ensure accessibility and safety, the bus must include a rear-mounted wheelchair lift with a minimum 800 lb capacity, a comprehensive wheelchair securement system, and a fast-idle with lift interlock system. Safety equipment requirements include a fire extinguisher, first aid kit, body fluid cleanup kit, backup alarm, and a backup camera system. Vendors must provide comprehensive warranties, including a minimum 5-year/60,000-mile powertrain warranty and a 3-year/36,000-mile bumper-to-bumper and chassis warranty. Final acceptance at the Togus VA Medical Center is contingent upon full compliance with all specifications, complete operability of all mechanical, electrical, HVAC, and paratransit systems, and the successful completion of all warranty registrations.
