The Department of Veterans Affairs Network Contracting Office 8 awarded contract 36C24826P0535 to Vancoris Federal Services, LLC for the purchase of a Petersen 2025/2026 International MV607 grapple truck for the C.W. Bill Young VA Medical Center in Bay Pines, Florida. The total award amount was $212,489.00. This non-CDL diesel vehicle, featuring an A2000 transmission and air brakes, is intended to enhance the efficiency and timeliness of the Environmental Management Service Grounds staff in clearing roads, parking lots, and conservancy paths of downed trees and debris following hurricanes and severe weather events. This procurement addresses critical gaps identified during 2024 storm recovery efforts, where a lack of heavy equipment necessitated costly emergency vendor contracts. The procurement was conducted as a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 333924. The award process utilized a trade-off basis, prioritizing technical capability and past performance equally over price. The contract period of performance was established from March 13, 2026, to May 14, 2026, with delivery required within 60 days after receipt of order. Delivery and acceptance are designated as FOB Destination at the C.W. Bill Young VA Medical Center Building 110 Warehouse. Compliance requirements include the SDVOSB limitation on subcontracting, requiring the prime contractor to perform at least 25 percent of the work.

Scope of Work: C.W. Bill Young VA Medical Center Environmental Management Service (EMS) Grounds is requesting to purchase a Petersen 2025/2026 International MV607, Transmission A2000, Fuel Type Diesel, Brake Type Airbrake Name Brand or Equal non CDL. Background: The C.W VA Medical Center EMS Grounds requests to purchase a grapple truck to help pick up downed trees and limbs after hurricanes and severe weather events. This will help with proficiency and timeliness in clearing roads and parking lots. This truck can also be used when trimming trees. The grapple truck will pick up debris much more efficiently and effectively than by hand. This truck is also needed for regular tasks such as clearing paths in the conservancy. In 2024, EMS Grounds assisted with the cleanup of the Bay Pines Medical Center and Lee County Healthcare campuses after the two major hurricanes in 2024. Cleanup efforts were delayed because EMS Grounds did not have the means to remove very large fallen trees and hefty quantities of debris. EMS had to procure emergency purchase orders to have vendors come and provide the services that our own staff would have been able to accomplish with a grapple truck.
