The Bay County Board of County Commissioners is seeking Qualifications from firms to provide Construction Engineering and Inspection Services for the Eastern Shipbuilding Nelson Street Facility Seawall Construction and Dredging Project. Eastern Shipbuilding Group, Inc. (“Eastern”) was awarded a contract by the United States Coast Guard to construct Offshore Patrol Cutters (“OPCs”). The awarded consultant will be required to submit security pass information to Eastern Shipbuilding visitor control for all employees that will require access to the shipyard (Attachment 2). The State of Florida, Department of Transportation (“FDOT”) entered into a Joint Participation Agreement (“JPA”) with Bay County, Florida (the “County”) awarding the County a grant of approximately $11,650,000 to assist Eastern in making capital improvements related to the performance of its contract with the Coast Guard. The project is being funded by FDOT Joint Participation Agreement FPID (44930119401, 44930129401, and 44930139401). It is imperative that firms examine and become familiar with the JPA established by FDOT. Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT.
