The California Department of General Services, Facilities Management Division (FMD) is soliciting bids for statewide Legionella sample collection, laboratory testing, analysis, and reporting for state-owned buildings and grounds. Operating across the Northern, Bay, and Southern regions, the contractor will provide as-needed routine and investigative sampling of domestic and non-potable water systems. Key deliverables include off-site laboratory analysis using a provided Chain of Custody Form, with results emailed within 48 hours of receipt and final survey reports submitted within 15 working days. All laboratories must be ELITE certified and AIHA Environmental Microbiology accredited, and testing must adhere to ISO 11731 standards. Final reports must be provided in a room-by-room format and signed by a Certified Industrial Hygienist (CIH). The contract will be awarded to the lowest responsive and responsible bidder, with a 3% Disabled Veteran Business Enterprise (DVBE) participation goal. Qualified personnel must include a Competent Professional and a Competent Technician as defined by the AIHA Technical Framework: Legionella (2020), and a CIH certified through the Board of Global Credentialing. Bidders must maintain significant insurance coverage, including $1,000,000 for Commercial General Liability, Pollution Liability, and Professional Liability. Performance is subject to prevailing wage rates and California Building Standards Code. Emergency service requests require a response within two hours.
