GEOTECHNICAL SERVICES FOR CITY

The City of Charlottesville, through its Public Works Capital Development Department, is soliciting proposals under RFP 27-49 to establish a term contract for as-needed geotechnical testing and consulting services. The scope of work involves evaluating subsurface conditions and earth materials to support the planning, design, and construction of various city-owned assets, including government and educational facilities, utility systems, roads, bridges, and stormwater management facilities. Selected consultants must provide geotechnical exploration, laboratory services, and concise reporting, with the ability to respond to task orders within 48 hours. All services must be performed by licensed Virginia personnel in accordance with ASTM standards and applicable local, state, and federal building codes. The City will select two or more offerors based on professional qualifications and proposed services, ranking them by merit. The highest-scoring offeror will be designated as Primary, followed by a Secondary and additional ranked consultants. Evaluation is based on experience, portfolio, and the ability and availability of staff. The contract includes strict compliance requirements, such as nondiscrimination provisions for subcontracts over 10,000 dollars, a drug-free workplace clause for contracts over 10,000 dollars, and mandatory insurance endorsements naming the City as an additional insured. Proposals must be submitted electronically via the OpenGov portal by November 17, 2026, and must include a table of contents and signatures from an authorized representative.
